EU Whistleblowing Directive

A directive is a legislative act outlining a goal that all EU countries must achieve. It is up to the individual countries to devise their own laws on how to reach these goals. In the case of the EU Directive on whistleblowing much is left up to countries to decide how to implement. This is the case regarding the option of anonymous reporting - Spain and Portugal for example have elected to adopt a highly restrictive approach.
